This error message is because of the share the Internet is not opened properly. You need check the ICS service on your computer is enable properly or not. You can go to Computer Management-->Services and applications-->Services-->Windows Firewall/Internet Connection Settings-->Make sure it is automatic.Then reboot the computer and try to disable the Soft AP and enable it again.
