SSID of range extender not found

Hi,
I plugged in a RE650. My computer cannot find the SSID of the tp-link extender. Connecting using WSP also did not work.
WOuld anyone please have some suggestions?

May I know how long have you had RE650?
Have you reset the RE650 once before?
And after reset, if you checked on the smartphone, are you able to see the default SSID?
If the smartphone could see the SSID, please try to set up via Tether APP:
