When using the windows TPLink Powerline utility, the arrows on the network map are pointing in the wrong direction - does this matter? Also for some reason one adaptor is showing a MUCH lower rate than the other despite the fact they were plugged in side by side in the power outlet at the time?

wrong direction? usually when you click one unit on the utility, it will show the direction from that unit to all the other units, is that what you sees?
If a specific unit has a low speed, you may also try to plug it in other wall socket or exchange it with other units

Low powerline speeds are commonly displayed for adapters that are in standby/powersave mode.
