Archer C3200 (In Canada) - Will NOT connect using PPPoE (does not even ask)

Archer C3200 (In Canada) - Will NOT connect using PPPoE (does not even ask)

I purchased this router and attempted to install it
I spent doing both the basic with autodetect and the advanced
We determined router is not asking for the approval from the ISP
I then exchanged the router and now have the same exact issue again
If I fake the required configuration by selecting Dynamic IP I can an IP from the ISP (but no internet as there is no authentication request)
(1) I switched back to my netgear using the same exact cables and PPPoE login information (web request address and password) - it works fine
(2) My ISP only supports PPPoE - they are not even seeing a failed password attempt
(3) The firmware matches the most recent one one on the website
Is there some other know issue with this router?
