TD-W9980 with DHCP turned off - WiFi not working

TD-W9980 with DHCP turned off - WiFi not working

The TD-W9980 connects to my ISP successfully and wired ethernet to its ports works perfectly.
I am not using the TD-W9980's DHCP or DNS, there is a separate system on the LAN providing DHCP and DNS.
It's as if the TD-W9980 isn't passing DHCP requests from clients onto the LAN.
When I try and connect any WiFi client (Linux, Windows or Android) it spends a very long time trying to connect
and finally says it has connected. However the connection doesn't work because the client has no assigned IP.
Has anyone else seen this problem? I had exactly the same setup working previously with another
make of router so I see no reason why it shouldn't work. Is there some other setting I need to
tell the TD-W9980 to pass the DHCP broadcast requests out onto the LAN?
