I am trying to configure my TL-WP281 and each time I try and visit tplinkplclogin.net I am told that I am not connected to the Powerline Extender. Only problem... I am

I have tried finding the downloadable utility but this is nowhere to be seen plus I am using Windows 10 which appears to be incompatible with everything but the online utility.

Please help, I am doing my nut in and there is a big risk everything (my laptop included) is going out of the third floor window.
