QoS Halves Internet Speeds? - Archer VR600

Just wondered why enabling QoS (to try and address upstream buffer bloat) roughly halves my internet speeds in both directions? Purely for testing I set the up and down stream limits to those of my VDSL sync speeds (slightly above my actual throughputs) and the speeds were halved in both directions :confused:
