Got a pair of TL-PA7020P adapters.
Both are plugged in to 220 sockets with a distance of 10 cm, same line (just for test).
One adapter is connected to ASUS AC68U router.
Second one is connected to PC.
Both adapters has a default network name (like "HomeplugAV") and paired, also they are both displayed on a TP-Link utility.
The router has rules for DHCP like "MAC - IP address".

So, when the PC is connected directly to the router - works fine.
But with PLC-adapters the PC just does not get IP-address (ends with 168.254.x.x as a result).

What could be a reason of this?

sounds weird,
what about type command in CMD:
ipconfig /release
and then
Ipconfig /renew

Pair them again, this time not using the default network name. If one of your close neighbours did the same thing, you may end up all on the same PLC network - and that'll seriously disturb DHCP and everything.
Also, Microsoft have recently screwed up on Windows 10 updates, to the amount that some PCs just wouldn't obtain an IP address through DHCP anymore. To get rid of this, make sure you have all the "cumulative" updates from the past couple of months installed.
