Archer C59 Parental Controls does NOT work

I have bought an Archer C59 (hw v1, sw 1.0.2).
I use Parental Controls to limit internet access on my children's devices in selected hours (say 22:00 to 06:00). All I needed is blocking ALL internet access (including
web browsing, facebook, whatsapp etc) on their devices. I find they can use whatsapp in those hours and I can P2P-download in those hours on my desktop even
web browsing is blocking successfully.
Would anyone please tell me how to block ALL traffic ?
I have a TP-WR841N which can block the traffic perfectly! But C59 can't !
