New T9E Ac1900 - horrible 5 Ghz performance on windows 10

So I previously had a TP link WDN 4800 and it basically had the same problems this new card is having.
I cannot use this card on 5 Ghz wifi, it's basically unusable. I get pings to my router of 200-1000 ms constantly and speeds of 1-2 mbps. Funnily enough 2.4 Ghz is fine, but that is not why I bought this card. I want AC speeds and it can't even do that.
I've searched and searched, and apparently the Windows 10 driver they provide isn't really working properly. The driver date still shows 2014. A couple of people mentioned to download the Broadcom drivers and install those, but that didn't solve the problem either. It's still just as bad.
I know it's not my router (Asus AC-66U) because my laptop with 5 Ghz AC easily gets maximum speeds. It's just this terrible card I've had for one day.
Does anyone have any suggestions? I feel this is a Windows 10/driver problem most likely though I'm not going to go through the hassle of reverting to Windows 7/8 just to verify this.
