Can't Control Bandwidth TD-W9970

Hello, I have a problem here with my TD-9970, when I try to limit a device's bandwidth, and go to bandwidth control, add new, I type the IP range and the port range,but the bars where I have to type the max and min kbps are grey, and I can't type anything in them like so:
