TL-WPA4220KIT AV500 doesn't work

A friend has bought a TL-WPA4220KIT AV500 to extend her wifi from an upstairs router to her smart TV downstairs. We have followed the instruction - basically press the pair button on the module plugged in beside ( and into) the router and then within 2 minutes press the pair button on the unit plugged in And into) the TV. The wifi signal did no increase at all. The units are properly powered up (they both light up) and connected. I was wondering if the two electric socket used had to be on the same ring main. - one socket is upstairs and one downstairs so they are not on the same ring. If it is this would seem to defeat the object of the device but it is maybe possible.
