Archer C7 bridging neighbor's wifi without password...

Network topology: DSL Modem > Wifi Router 1 > Archer C7
DSL Modem: DHCP Server, IP: 192.168.1.1, DHCP range: 192.168.1.50-192.168.1.99
Wifi Router 1: DHCP OFF, Static IP: 192.168.1.2
Archer C7: WDS, Bridging Wifi Router 1 , Static IP: 192.168.1.3

Problem:
Whenever a device is connected to Archer C7 router with DHCP, instead of connecting to my network, it connects to my neighbors, get's the IP from him. My neighbor's wifi is secured (WPA PSK/WPA2 PSK), I do NOT know his password. He has no guest network enabled. With no password, I have total access to his network and internet as well. His modem is a ZTE ZXHN H168N.
If I put static IP (192.168.1.X) on the device which connects to the Archer C7, it connects to my network normally. If you have trouble visualizing, here's a diagram:
Computer (get IP from DHCP) > Archer C7 > Neighbor's ZTE ZXHN H168N (Incorrect)
Computer (Static IP, 192.168.1.X) > Archer C7 > My wifi router 1 > My DSL modem. (Correct)
Why/how on Earth do I have access to his network? How can I stop it from happening? Archer C7 is instructed to bridge my wifi router, my wifi router has 3x his signal. Yet, I connect to his network...with no password... I used MAC Address filtering on the Archer C7, blocking his wifi's MAC, nothing. I've logged to his router, put mac filtering the Archer's C7 2.4GHz wifi, nothing...
This is frustrating, any help?
