I can't acces TP-LINK TL-WR1043ND V2

I've got a TP-LINK TL-WR1043ND V2 connected to the modem/router from my provider which i want to use as acces point to expand wifi signal in our house and garden.
It's connected to the second ethernet port on the modem/router(Cisco EPC3928AD), with the internet port of the tp link.
When i connect my laptop with the tp link i can't acces it.
I've also tried getting acces by connecting it directly the the ethernet port of the laptop, but that didn't work either.
For now i've searched Google for a solution and contacted my provider, but still no acces.
Is there somebody here who can help me please?
