TP wpa 281 - how exactly does roaming work?

Hi All,
I was troubleshooting a WPA 281 set for a friend, his request was that he can move between rooms without dropping connection.
At the moment they are paired aok but he has to connect to a second SSID 'TP-LINK-XXX' network manually on his phone.
I'm not sure I understand how roaming actually works technically.
Is there supposed to be 1 or 2 SSIDs advertised if a smartphone wants to connect to wifi? Does it actually extend the same SSID or is it a separate network?
If 2 SSIDs, it is just a case of setting up the 281 with the same SSID and password as the router (without WPS button)?
A bit confused with this one.
