Plug and play - TL-PA4020 KIT

Looking for some help getting my Plug and play - TL-PA4020 KIT to work again. I've reformatted my pc (was working beforehand) and now it won't/can't connect/find any networks.
I've downloaded the file off the resource cd and the powerline Utility gives the error - the local device hasn't been connected, please connect the local device
The 2 plugs are plugged into main sockets and all 3 lights on them are green.
