Deco P9 - Powerline (PLC

I have 6 (six) Deco P9 routers in AP mode.
3 (three) Deco P9 are connected with Ethernet and other three Deco P9 are connected using WiFi/PLC.
I have a question about how PLC network works.
How PLC network is formed? Does it use star topology? So all sattelite Decos are connected with PLC only to the master unit.
Or it conntects with PLC to the neighbour unit as shown on the topology map in the APP. So it connect through PLC to the same unit as with WiFi mesh topology?
I'm asking this because I have three-phase electric grid.
PLC network can be formed between devices on any phase. But speed on network between phases is lower.
I've tested PLC network with TP-Link TL-PA7017PKIT on all three phases.
iperf shows up to 200 mbit\s if phases are the same and up to 60 mbit\s if phases are different.
I want to understand how to position my Deco P9 units to maximize PLC bandwidth.
Can you please describe, how PLC network topology is formed for Deco P9. Which Deco P9 devices will be used to forward PLC traffic to the ethernet network?
