Hi These are my steps:
Firmware version:0.6.0 1.12 v0021.0 Build 150507 Rel.40130n Hardware version:TD-W9980 v1 00000000 1. Connecting HD to usb port 2. " USB Mass storage" detect the HD 3. " FTP Server" -> Server Status: enable 4. " FTP Server" -> Internet Address: enable 5. " FTP Server" -> Service Port: 21 6. Add new folder : Share Name: "a" Apply 7. Apply 8. " FTP Server" -> "new" Internet Address for FTP client 9. TD W9980: wifi off, LAN connected to windows 7 10. User Accounts: Enabled> set 11. Storage Sharing enable with Anonymous access 12. Android wifi off, 3G on 13. es file explorer client on android: FTP Server from step 8, port 21, admin admin 14. Android error message: did not found any FTP Server! more tests 15. Android wifi on 16. TD W9980 wifi on
17. es file explorer client on android: FTP Server from step 8, port 21, admin admin 18 I can see the HD on my Android !
"Ideal" is to use my TD W9980+HD as my personal cloud storage device without using my windows 7,so I could backup my Android on the fly...
Is this possible ? Did I make a mistake ? or maybe it's a bug ? Thanks!

When Android Wi-Fi is off but 3G on, actually you are access FTP server remotely from an external network.
Did you use ftp://WAN IP to access it? WAN IP should be public.

WAN IP address is assigned by your ISP. If it is private indeed, contact your ISP. By the way, W9980 is working as a modem router or just a router which is working with another modem.

Same problem - (same country?) ISP = xfon

I have the same problem. i tried all configurations, then tried to read the manual step by step with no success.
I must say, that at the very beginning, i disabled the admin user before activating the "internet" (public) option... maybe it is a bug in the firmware? rarely, and i don't think so.
also, i tried to connect trough my neighbor, and she has another ISP, (012Net)
another issue, i enabled ICMP (ping response) and no response from my neighbor.
There is another very important info:
Everything (!) ping, ftp and remote configuration works locally with the public ip address.
but, when i connected from outside, there is no response from any of the above services.
TP-Link released a newer FW version lately, but the release notes are not mentioning this issue.
I prefer not to update this time, because i have a lot of configurations in the router, and they are asking to reset to default when updating the FW version.
My environment details:

Network Type: PPPoE
ALG Settings: All enabled.

@tamts1 You can back up your configuration first. After upgrade and reset your W9980, you can upload the config file.

I tried to use this manual before I posted, it didn't work.
It's an clear to me, why I'm getting two public IP's: - TD W9980: Basic Status >WAN IP 100.b.c.d ("requested" by the manual) - By typing at google.com what is my ip>188.x.y.z
- And of course, my LAN at 192.e.f.g
I tried both of them (Android wifi off) it didn't work
I also installed "PingTools" on my Android, As expected, it ping only the 188.x.y.z port 21 is open

Basic Status---WAN IP address should be the right one.
ftp://100.b.c.d doesn't work?
If there is no problem with your configuration, contact your ISP to discuss on this issue.

It's look like the FTP Server is not the issue.
I think if we could ping WAN IP then the problem will be solved.

1. go to Basic Status---WAN and copy the IP on a note 2. Try to ping it form 012net ISP
test2
1. Take the TD W9980 (physically) and connect it to 012net ISP 2. go to Basic Status---WAN and copy the IP on a note 3. ping it from Xfone ISP 4. If it ping create FTP Server on 012net ISP and try to access it from Xfone ISP, if it didn't ping then most likely this issue is on TD W9980
I think if we could ping WAN IP then the problem will be solved.

I contact my SIP and told them that I have WAN block.
She did something in her setting, then I test it again and it worked!
update: It appear that I was right, she created one public IP:
- TD W9980: Basic Status >WAN IP 100.b.c.d ("requested" by the manual)
- By typing at google.com what is my ip>188.x.y.z
are now the same
questions:
1.For SFTP I only need to change port to 22 ?
2. Can Internet Access mode, operate only for a specific MAC address ?
