When I try to upgrade firmware to TL-PA6030KIT_V1_140227 the utility says
600A-5-3-5317-00-1545-201302221-FINAL-B AFTER upgrade.

This suggests the firmware has not updated. The file inside the zip has the correct name but the date of modification is 21/02/13 which suggests the name may have changed but the firmware is still the same and so the utility is reporting the old firmware correctly. This firmware is causing random disconnects and the powersave utility says set FAILED when I try to disable the power save feature.

Anyone solved this problem?

I consulted TP-LINK support team on firmware issue and got a reply as below.
The firmware of powerline adatpers like PA6030 is composed of PIB and NVM. A new firmware released may not upgrade PIB and NVM simultaneously. Most of the time, either PIB or NVM is upgraded and only the corresponding version will change. The firmware version displayed in Utility is version of PIB indeed. If the firmware upgrade is for version of NVM, the version displayed on utility won't change.

Have you been able to get the power save utility to work for 6030? I keep on getting failed and am still suffering from drop outs. I had hoped that it was fixed in the firmware and for some reason I was unable to upgrade. If the upgrade has been successful then I suppose I need the utility to work to stop the drop outs?

Where did you download the tool? What's the operating system? Try the one as below.

I downloaded the one in the sticky (which didn't work). But the one in your link worked great.

Apologies for waking up an old thread, but I noticed OP was having problems with the 6030, but the link you've provided links to the 4010 firmware.

Are these cross-compatible?!
