TD-W8980 stays connected/connects erroneously with "Connect on demand" setting

Three possibly related issues.
These occur when Connect on demand is used in WAN settings for ADSL interface.
1. The WAN connection says on continuously when the WiFi is on. Never disconnects after idle timeout. No wireless clients are connected during this.
Turning off the WiFi and waiting for timeout leads to disconnection, as expected.
2. Connects to WAN (when disconnected) on certain unrelated activity (e.g. no outbound traffic) to modem/router web configuration.
For instance, refreshing system log or network WAN settings.
3. Connects or disconnects/re-connects to WAN when network WAN settings are changed from Always on or Connect manually to Connect on demand.
Should not disconnect when going from Always on to Connect on demand.
Should not immediately connect when going from Connect manually to Connect on demand (unless there is outbound traffic).
