TL-PA4010 and 4220 V1 gives limited internet connection (WiFi but no internet)

TL-PA4010 and 4220 V1 gives limited internet connection (WiFi but no internet)

Model : TL-WPA281
Hardware Version : V1
Firmware Version : unsure but latest V1 version did not crash PLWA TL-PA4010KIT_V1_130821
ISP : Rogers
I recently installed the TL-PA4010 / 4220 Kit in my condominium.
Generally it works well with one or two users logged into the WiFi adapter.
However, when a third user logs in, ALL the people logged in cannot reach the internet through the PLA.
Connections can still be made via the router, so I figure that the modem is still connected.
Each WiFi user shows strong WiFi power but as I said earlier, no connection.
When one of the WiFi users turns off his WiFi, then the other two can see the internet.
Any Ideas?

At it's current location, I have measured about 3 to 4 Mb/s which is acceptable given the conditions.
Mounted in the same receptacle I get 30Mbps which is great and likely Max.
Each of the three users was doing low data rate web browsing, not file downloads.
The PLWA has a dedicated SSID.
I was unable to use the WPS/clone feature since the wifi / modem did not support this feature.
If you have any suggestions I would be grateful.
