TP-Link ADSL/3G Failover setup

Good day fellow TP-Linkers....
I have a TD-W8968 ADSL router and I have paired it with a TP-Link MA260 3G dongle.
When the router is set to 3G mode then it picks up the 3G and connects and everything is fine. I get almost 18mbps speed on the 3G.
However I want this to work as a fail-over. The problem is that as soon as i set the router to fail-over mode, then it does not recognize the 3G modem and fail-over does not work.
So I have looked around and can't really find specific setup instructions on how to get this working or on how to troubleshoot it. Since I know my 3G is working it must be something else.
Because the 3G works in 3G stand alone mode, I have not downloaded any 3g configuration. I don't know if that is the problem. maybe some one can advise.
Wither way, any help would be appreciated.
