Powerlink downspeed degrading over range. On 152mbps line, getting 12mpbs at best

I have been back and forward with Virgin media about this and all the suggestions they have made I have done:
Changed cables from Cat5 to Cat6
Testing the PC in the same room from the hub and then the powerlinks - All getting the optimal internet speed
The adapters are all on wall sockets
One of the issues is that the house is on a split circuit but why would the upload speed not be hindered at all?
The max that I got today after getting the new Cat6 cables is http://www.speedtest.net/my-result/3601699617
I should also point out that when I bought the devices, I was hitting 30mbps for a few weeks.
I hope we can sort this out because it's only this room that I am in that seems to have such a drop in downspeed.
