N600 (TD-W8980) - VOIP QoS

According to the specifications for the N600, QoS is achieved using bandwidth control. I am using a VOIP provider (not TPG) via a D-LINK DVG2001S ATA adapter, and the audio keeps dropping out in both directions. What settings should I use on the N600 in Bandwidth Control to ensure that the ATA adapter or SIP client gets the minimum required bandwidth for a VOIP phone connection? I have upstream sync of 1020 and downstream sync of 20796 Kbps so there ought to be enough bandwidth for several simultaneous calls. I just want one! On my previous Billion modem, all I had to do was enable QoS.
