Connection problems with Shaw cable

After much struggling I have the TL-WR702N working with the Motorola SB5102 cable modem provided by Shaw, and my Samsung Ultrabook running Windows 8. I updated the firmware with the latest from this site, but it is still dropping once in a while. When it does the Windows network diagnostics bring it back online, with a message that the gateway was unavailable, but fixed. I have configured the connection a fixed Ip address which seems a bit more stable, but it still drops every so often.
With my Samsung Galaxy s3 I've had no success at all. It will connect to the TP Link but no internet access. I've tried both dynamic and fixed IP but it makes no difference. I'm at a loss why one device will connect, and the other won't.
