I cannot get it to work properly. Occassionally it works (Maybe about 5% of the times I try)
And even when it works the download speed is only 700KB - 8 MB whereas it is 90 MB when connected directly.

The specification that starts with AV is the maximum powerline rate which will be shown on the tpplc utility, instead of the actual speed. And the powerline rate displayed on the PLC utility is the theoretical negotiation speed between the two powerline adapters, due to the interference with the powerline environment, the real powerline rate will not reach maximum powerline rate. However, the conversion rate (The ratio of transmission rate and Powerline rate) is about 30%-35%(the actual conversion rate depends on the electric wiring system).
Let's take TL-WPA8630KIT(TL-WPA8630 & TL-PA8010) as an example. Although the maximum powerline rate is AV1300, the real powerline speed shown on the tpplc utility is only 500 Mbps. The conversion rate is 30%-35%, so the actual throughput should be about 150Mbps-175Mbps.
If you combine powerline devices with various powerline rates, the maximum powerline rate will be limited by the lowest one. For example, if you pair an AV2000 with an AV600, their powerline rate cannot exceed 600Mbps.

I'd be happy if I had 30-35% of the regular download speed. But I have about 1-10%.
The even bigger problem is that most of the time it's not working at all. Only about 5% of the times I try to use it it actually works.

There are several potential factors and troubleshooting steps you can take:
1. Check powerline adapters' placement: Ensure that the powerline adapters are plugged directly into a wall outlet and not into power strips, surge protectors, or extension cords.
2. Test different electrical outlets and move them into the same room for comparison.
3.If the powerline rate is too low, refer to this FAQ to see if it will be better: What can I do if my powerline rate is very low?
4. If the wired speed is normal, only wireless connection is slow, please try to change the Wi-Fi channel and channel width on the powerline extender.
5. Check available firmware updates and ensure the powerline adapter and extender are both using the latest firmware.

Hey,
It's nearly impossible to troubleshoot since it would takes weeks to test all the outlets because every time I connect it via this Powerline it takes about 30 minutes to establish a connection (involving disconnecting the cable and reconnecting it)
And even when there is a connection it is EXTREMELY slow as you can see here:
With the old Powerline I had before I had download speeds of about 30 Mbps instead of the 0.1-0.4 Mbps I have now with this TP Link one. And I had a ping of about 20 instead of 412.
When I connect it with a 30m lan cable 2 floors through our hous (not on an option since then there would be a cable across the entire house and we wouldn't be able to close doors anymore) then I have a download speed of about 160 Mbps
Wdym by wireless connection? The whole point of Powerline is not to have a wireless connection?

It takes 20 minutes to download a 5 MB file, it takes a few seconds to google something, it's absolutely terrible.

the time to ping my gateway/router is always around 450 ms (should be less than 10 ms)

From your description, I think your power environment is not suitable for powerline devices. Because the process of pairing TL-PA7017P KIT is long and the operation speed is slow. It is recommended that you consider other devices, such as range extender to extend the network range.

that's highly unlikely as I previously used Powerline without any issues for about 7 years, now that device stopped working properly, hence the reason for buying this TP powerline

If the device was working properly before, but has recently started to have problems, we recommend that you contact local support for further help.
