Bandwidth Control seems to also throttle lan

i bought this modem for one of the feature it have is ip base bandwidth control. It works fine and i'm able to throttle control. However i notice that it also throttle my lan, for example when i try to copy files from and to my NAS. The speed which was suppose to be gigabit at about 20mb/s (hdd speed bottleneck) but i'm getting several hundred kb/s, which match the maximum stream of the bandwidth control, i disable the feature and immediately the copy speed went up to gigabit speed. I tot the bandwidth control is only for wan downstream and upstream. but it's also affecting lan. i don't need to throttle lan. Is it by design or it's a bug?
