Wireless stations not exceeding more than 7

Hi,
Our office has about 25 laptops connecting to Internet. But this modem is not accepting more than 7 laptops. Attached the screenshot showing the connected wireless stations. When I try to connect, it keeps asking password again and again as if I'm giving wrong password even though I give the right one.
I tried removing passwords and connecting it, restore the modem to default factory settings but nothing worked out. Still it can accept only 7 connections and not more than that.
Please help.
