Archer C5400 wont factory reset, bought off ebay

hello,
ive bought an archer c5400 off of ebay.
ive tried resetting it over 20 times to get it to factory default settings.
when i reset it by poking a pin in the back for 10 seconds..or more it will NOT reset to factory defaults...i dont get a login page asking to set a password as stated by tp-link.
the wifi ssid's do not revert to the factory ones on the sticker on the bottom of the router which are TP-LINK_CDD3 etc..they remain as the previous ssid's set by the previous user which are Upstairs 2.4 / Upstairs 2.4_5G_2 / Upstairs 5G.
when i go to the login page (192.168.0.1) i get an administrator account (not factory default page) and its asking me for an email and password. screenshot here : router login after reset and then when i click 'forgot password' it displays this : asking for email after reset
ive asked the ebay seller for the email associated with it so he can reset the password so i can login and reset to factory defaults within the router.... and all he's said is "try XXXXX@hotmail.com" and ive had no reply....
why wont this reset to factory defaults?

when you put a pin in the reset hole and the router is switched on can you feel a button being pressed inside (small black button) and do all the lights flash on the router come on and go off after releasing reset button ?
edit: you could also try turning off router, press and hold reset again whilst powering back on.

yes
its the little micro switch button in the hole - its reset over 20 times....still goes to the administrator account and will not revert to factory default settings

options - either send it back and get a refund through ebay or risk it and take cover and see if reset button is loose maybe.

not sure if their is any other 3rd party firmware support for it that could override and reset it like OpenWrt or DD-WRT etc

the seller has told me he's reset the password so i can do a factory reset via the admin panel, but all i get is this operation failed.
ive messaged him saying its not the email address associated with the router - no reply.
im thinking he knows theres something wrong with the router or its not his router - hence flogging it on ebay.
