The extender is flashing LEDs in the following order:

Ethernet LED
Power LED
(they stay solid for one second)
Power LED goes off
Wifi LEDs (2.4 and 5) flash just for a moment
all LEDs go off
back from point 1.

And it goes forever. Wifi is not working, but LAN port delivers ethernet connection... and when connected by LAN in point 1. Ethernet AND Home LEDs are on but the rest is the same!

I could not find this led behaviour in the manual so I have no idea what it is doing.

The page tplinkplc.net is not working (enters the page "are you trying to configure...?")

I tried the reset button but it do not do anything (actually any button on the repeater has no effect in the leds' cycle).

Please test with other wall sockets.

If the issue still exists, please try to reset it again.

If all the suggestions above cannot help, please contact the local support to check the warranty for you.
