TP-Link TD-W8961ND connection issue , Packet loss 20%

I have been using this device and facing several issues with this.
Downstream Upstream
SNR Margin: 21.9 6.7 db
Line Attenuation: 12.0 11.4 db
Data Rate: 10240 1022 kbps
Max Rate: 23520 1306 kbps
CRC: 2 21101
I am not getting stable Internet connection. I checked the packet drop ratio and it varies between 15% to 27% . However I tried Beetal 220Bx modem and connection was stable.
