How to daisy chain existing router from my broadband provider that is capable of VoIP to my own AX1800? I also prefer to restrict users to access anything other than its VoIP. 

This existing router is restricted from end user login as security measure of broadband provider.

Probably if you ask your ISP to stop it's wireless radio and use the AX1900 in AP mode (Case 1) would do the job.
