Is there any way I can transfer my setting to the new one?

The short answer is no. You have to copy/paste your settings using a notepad or similar app for your ease.

If I set up my Wifi on the new router with the same name and security key, will all my devices the connect to the new router?

The static IP's I will do manual.

Most probably yes. For static IP's you can use DHCP address reservation feature.
