Cannot connect third Deco E4

Cannot connect third Deco E4 no matter what. Third unit flashed red. Tried the below:
-Reset all Deco and start over - issue persists
-Swapped Deco unit with other Deco and issue the same. Issue happens when connecting the third one irrispective of which deco it is. - issue persisted
-Removed switch and connected directly to modem - issue persisted
-issue happends irrispective of placment they can be next to each other and issue the same
-Replaced third deco from buy shop anyway and removed network and started over and issue persisted. 1st time 3rd deco connects and after 2 minutes red led flash starts
2 deco firmware is 1.1.1 and other 1 is 1.6.1 and all deco are saying that firmware is latest and if you use deco of 1.1.1 and 1.6.1 they work fine as long as they are 1 and 2
Please someone help as this is driving me crazy
