Hi

I have one primary m9 deco connected to internet via a router. I also have 3 slave deco m9 connected to primary deco. The app tells me that all is up and running but I have no devices connected to deco slaves, only to primary deco. So 27 devices connected to the primary deco in the basement and zero to the slaves. 
what am I doing wrong?

This sounds familiar and I know it happens when Deco M9 Plus runs firmware version 1.2. Please check firmware version of your Decos. You can find it under Update Deco page in Deco app, example:

 

 

 

If it is indeed firmware 1.2, Deco app can't update it to latest firmware where this issue will not exist. To update Deco M9 Plus that has firmware 1.2 with newer firmware, follow this document: How to Update the Firmware of Deco

Use Method 3.
