P105 will not pair

I have 6 P105 plugs which were working fine on my old network (Virgin) but trying to reconfigure to get them to move to my new Zen network and a new router. Unfortunately none of the plugs will pair (Bluetooth) with my phone/tablet even after a factory reset. I have gone through the steps in the app and on the web but no luck. Any help would be appreciated.
By the way - why does moving to a new network require a reset in the first place, and why can it not be done within the app?
