Hi,
May I ask what are the actual model numbers of the two Powerline units? It should be printed on the label on the backside, something that looks like "TL-PA7017" or "TL-WPA7517".

Ok, thanks.
And on one TL-PA7017 only the top light is ON and the two bottom lights are OFF, while on the other TL-PA7017 all three lights are ON? Is that what you meant?
According to the user's manual the middle light indicates whether "The powerline adapter is successfully connected to a powerline network" and the bottom light indicates whether "The Ethernet port is connected".
Normally, either the "Powerline" lights (the middle one) should be ON on both TL-PA7017 adapters or OFF on both TL-PA7017 adapters, but not one ON and the other OFF.
And if something is connected via Ethernet cable to a TL-PA7017, then its bottom light should be ON.
If that is not the case, then try to reset both TL-PA7017 adapters (Press and hold the "Pair" button for more than 6 seconds to reset the powerline adapter to factory defaults) and then pair them again.

Hmm, if both adapters have "TL-PA7017" printed on their labels, then there is no Wi-Fi. The model TL-PA7017 only supports Ethernet.
However, if one Powerline adapter is model "TL-PA7017" and the other is a model "TL-WPAxxxx", then the one with the "W" supports Wi-Fi.
Anyway, I recommend for better testing you relocate both adapters into the same room in your house.
Then try to "pair" the two Powerline adapters. > On the first Powerline adapter press the "Pair" button for a second and then go to the second Powerline adapter and press the "Pair" button for one second as well. After a while the light that has a pictogram resembling a house next to it should turn ON on both Powerline adapters.
