Hi,
What is the version of the driver you have installed for the TX20U Plus?
Can you please test if it makes any difference when you plug the TX20U Plus in an USB 2.0 port?
In case your computer is so modern that is doesn't have USB 2.0 ports anymore, then try another one of the available USB 3.x (aka SuperSpeed) ports or, if feasible, connect the TX20U Plus via an USB 2.0 extension cable.

That doesn't sound good.
The only suggestion I can offer is to check on the Dell website whether there may be a newer System BIOS available for your particular Dell computer and in case there is, then consider updating the BIOS to the newest version.
Although, I admit the chances that a newer BIOS version would fix the problem is rather slim.
By the way, apart from Windows not booting with the TX20U Plus plugged in, does the TX20U Plus otherwise work fine on your Dell computer?
