Hi, based on the system log, the DSL is down, please make sure your DSL line is connected to DSL port of the modem firmly, also confirm whether your ISP line is ADSL line or VDSL line, as the TD-W8961N only supports ADSL line.
In addition, did you try contacting your ISP to check if the line is working fine? or if you have any old ADSL modem, please test on the same line.
And who is your ISP please?
