If the Archer C20 is setup for PPPoE, then the ONU must be running in bridge mode.
In this case you can't login to the ONU via the Archer C20. It would be the same with any other router, though.
If you are sure the ONU responds to the IP address 192.168.1.1, then connect a computer directly to the LAN port of the ONU via Ethernet cable and manually configure the computer's Ethernet LAN port like shown in the picture below. (sample picture taken from Microsoft Windows)
Then try again to connect to the ONU via http://192.168.1.1

Hi,
Is the ONU running in router mode or in bridge mode?
Or to put the question in another way, is the Archer C20's Internet connection configured as "Dynamic (or Static) IP" or "PPPoE"?
In case you have switched the ONU from router mode to bridge mode, then the way to access it may have changed. It might be necessary to connect a computer directly to the LAN port of the ONU via Ethernet cable and also have the computer's LAN port configured with a certain static IP address.
Could you please tell us the brand and model number of the ONU?
