Poor speeds on certain devices?

I have the TP link deco M5 AC 1300 all set up at home. I can connect wirlessly in the same room and get 130 - 140mb, from my laptop.
Have placed the other two links upstairs, one in my office. I have tried two laptops and a TV and all three range from 5 - 20mb a massive drop. However when i run a speedtest on my phone through the app it returns 130 - 140mb? Why is there such a huge gap and how do I increase my speed of the other devices.
