Both the power and sys are solid on? How about the wlan, flashing or what?
give a try on factory reset the router by pressing its reset button for 15s while the router is turned on. You may do this several times. Then check the LEDs, especially the sys one which should be flashing consistently.

I am not sure what do you mean by the "wireless config utility". I guess this utility has something to do with a wireless adapter rather than the router.
Anyway, give a try as follows to configure your router:
For cable modem: http://www.tp-link.com/en/article/?faqid=142.
For DSL modem: http://www.tp-link.com/en/article/?faqid=143.

Hi,
The wireless config utility is a software which i installed from the cd
i think it designed the network/ router settings or something like that
anyway the point is my computer wont recognize the router.

i tried to follow the links Winston Berry asses on the last post but again, no news

How did you tell your computer won't recognize the router? Your computer can not pick up an IP address from the router or you get a message on your local area connection that the network cable is unplugged or what else?
If your computer picks up an IP address, what's that IP address?
Is there WAN IP address on the router's status screen?
You never mentioned yours is a cable modem or DSL modem.
