No Connection To Internet TL-PA251KIT

Hi when I try to connect to the internet I does not load. I have tried it on my laptop and it works no bother. The Power LED is solid, Powerline LED so solid and the Ethernet LED is blinking. I think it is some thing to do with my pc is there any settings I have to change.
Please help thanks.
