I have to pick up a wifi signal from a long way away (~250ft). The RE450 managed to that, barely, but now I need to get a new one anyway. Will the RE650 be a better choice? I can't tell from the specs which one has better reception sensitivity.

Range extender is designed to use indoor and mostly work a with home Wi-Fi router, which is normally around10 meters away from the AP/ router (real distance varies according to AP's signal strength). So it is not recommended to a range extender 250 feet away which is too far for range extender.
May I know do you want to extend Wi-Fi between 2 buildings outdoor, if so, you may consider some business products that like CPE devices and set up a Point to Point connection: https://www.tp-link.com/support/download/cpe510/#video
