Firmware file is empty

Model: TL-PA4020P KIT

Hardware Version: V2

Firmware Version: 2

I have downloaded the file from different browsers and each time the file is empty.

I also notice there isnt an update for Version 3... is this correct.

I havve a network with both version 2 and 3 mixed.
