intermittent wireless connection

I have two wpa281s and a pa211. This gives me wireless connection around the whole house. One of the wpa281s works fine. However, the second one only goes into wireless mode after I turn the power to the socket on and off a few times. It works fine once the wireless function kicks in. Any idea why the one 281 does not go into wireless mode without the power on and off game? Thanks in advance.
