I need to capture packets from my device out to the internet... are there any utilities or something that I can use to hook into the router to do a packet capture for a device on my network so I can give my ISP some troubleshooting data.

There is a software called "Iperf" that can analyses the network data transition in your network to the Internet. And also a software called"Winpcap" also can try to capture the data. I do not think the TP-LINK router has nay kind of Utility to do that because it is not the ISP. I think the Isp has the responsibility to provide you the software or Utility to capture some data they want.
