Disable the built-in Bluetooth and remove all third-party Bluetooth drivers on your PC if there is any.
Please check if your earphone Model is listed in Q8 in the FAQ below, if not , may I know the exact Model of your earphone?
May I know was earphone found by UB400? When you try to pair earphone with UB400, what is the Error message?

@WSLing Hi, thank you for your reply.
Normally UB400 should be able to see the Bluetooth signal from Beats Flex , if not, please check if your cell phone can see Beats Flex as Bluetooth device and pair with it or not?
If cell phone can pair with Beats earphone, please unpair from Beats earphone from phone.
And reset your Beats Flex Bluetooth settings, and see if UB400 could see its Bluetooth?
Please turn off the Bluetooth and turn it back On on your PC with UB400 and see Beats Bluetooth signal shows up or not.
