Pairing a new PA211 kit

Pairing a new PA211 kit

So far, I have been unable to pair my devices. I *do* have an internet connection (I have switched off the wireless on my pc and I am still connected), but using the utility it shows zero powerline devices detected.
So I am confused. How can the devices be providing a LAN connection if they are not paired?
Anyway, I have tried to pair them using the "pair" button - several times, and have reset, but no success.
I have also used the advice here

However, when I click "set local device only" I get an error message: "unable to complete the command", "the Homeplug Adapter was not connected".
Any help would be much appreciated.
