May I know the hardware and firmware version of the TD-W8961N?
Did you set up the VPN client connection on the devices connected behind the TD-W8961N?
And what VPN connection did you use, Nord VPN or Express VPN?

It seemed like the VPN pass-through was enabled by default and it could not be turned off;
So currently, we might need to cut off the internet access on the TD-W8961N completely in order to block the VPN connection;
Update： Or if you know which port is used by the melon VPN, maybe you could try to filter this specific port on the TD-W8961;
